Ministry of Agriculture strengthens prevention and control of diseases and pests of autumn crops to ensure a bumper harvest

According to the monitoring of the national crop disease and insect pest monitoring network, affected by the super strong El Nino this year, high temperature, high humidity and strong convective weather occur frequently in most parts of the country, and some major diseases and insect pests pose a serious threat to autumn grain and autumn crops. In this regard, the Ministry of agriculture attaches great importance to it, organizes and carries out the action of preventing and controlling diseases and insects of autumn grain crops, highlights major crops and major diseases and insect pests, pays close attention to key areas and key links, implements the responsibility of prevention and control, strengthens the prevention and control measures, resolutely curbs the outbreak of diseases and insect pests, and "seizes grain by insects" to ensure a bumper harvest.

Schedule deployment early. In view of the abnormal weather and the occurrence of diseases and pests this year, specific arrangements will be made for the prevention and control of rice planthoppers in the early stage of mid-late rice and the second-point committee of armyworm in the seedling stage of summer corn in Huang-Huai-Hai. In mid-July, an on-site meeting on green prevention and control of crop diseases and insect pests was held in Zhejiang to make specific arrangements for the promotion of biological control, physical and chemical inducement and control, and high-efficiency and low-risk pesticides. In early August, an on-the-spot meeting on the prevention and control of major diseases and insect pests of autumn grain crops was held in Hunan Province to make specific arrangements for the prevention and control of major diseases and insect pests such as rice "two migration" pests, rice blast, and potato late blight to ensure the implementation of various prevention and control measures.

Strengthen monitoring and early warning. Organize 1030 regional stations for the detection and reporting of major crop diseases and insect pests to carry out systematic monitoring, accurately grasp the trend of the occurrence of major diseases and insect pests, release early warning information in a timely manner, and carry out emergency prevention and control in a timely manner. In mid-July, a national conference on the occurrence trend of major crop diseases and insect pests was held in Xi'an.

At the meeting, timely release the trend forecast of major diseases and insect pests of rice, corn, potato and other autumn grain crops, further clarify the key areas and the best time for prevention and control, and guide farmers to timely prevention and control, scientific prevention and control.

To carry out the rule of unified defense. This year, a subsidy fund of 0.55 billion yuan for the unified prevention and control of major crop diseases and insect pests will be allocated. The focus will be on supporting plant protection service organizations to carry out unified prevention and control in a series, increasing policy support for the purchase of large and medium-sized pesticide application machinery, building a cooperative service mechanism for plant protection institutions, service organizations and pesticide and agricultural machinery enterprises, promoting service modes such as direct supply, direct selling and full contracting, improving service capability and pest control effect, and reducing pesticide use.

Promote green prevention and control. Relying on new agricultural business entities and pest control service organizations to create demonstration bases nationwide, focus on continuous demonstration and promotion of green prevention and control technologies such as ecological regulation, physical and chemical inducement and control, biological control and high-efficiency and low-risk pesticides, promote the organic integration of green prevention and control measures with the organization mode of unified prevention and control, prevent and control the occurrence of pests and reduce the use of pesticides. At the same time, 29 integrated demonstration areas of bee pollination and green prevention and control technology of diseases and insect pests have been established nationwide to play the role of "the elderly under the moon" and promote the green development of agriculture.

Strengthen guidance services. Organize experts to formulate technical guidance for prevention and control of diseases and insect pests in different regions. Organized and carried out the "Scientific Drug Use Training Action for Ten Thousand Farmers in One Hundred Counties", held more than 20000 training courses of various types, and trained more than 3.5 million technicians and farmers. From early August to early October, 11 working groups were sent to 23 major producing provinces (regions) to carry out work supervision and technical guidance in the areas with frequent occurrence of diseases and insect pests in key agricultural seasons, and promote the implementation of various prevention and control measures.
