Recently, the Ministry of land and resources and the Ministry of agriculture jointly issued the notice on comprehensively delimiting permanent basic farmland for special protection (hereinafter referred to as the notice), which puts forward requirements from the aspects of the significance and principles of delimiting permanent basic farmland and strengthening special protection.

The best quality and best cultivated land is designated as permanent basic farmland.

"Although China's grain production has achieved 'twelve consecutive increases', the per capita arable land is small, the quality of arable land is generally not high, and the reserve resources of arable land are insufficient, which is the most basic national condition of China. The best quality, best quality and best productive farmland is designated as permanent basic farmland, and special protection is conducive to consolidating and upgrading the overall grain production capacity and ensuring basic self-sufficiency in grain and absolute security in rations." He said that this year's Central Document No. 1 and the "Government Work Report" proposed that the delineation of permanent basic farmland and special protection should be completed by the end of the year. At present, 106 key cities around the permanent basic farmland delineation task demonstration audit work has been completed ahead of schedule.

At present, there are still three tasks: first, to guide and promote the demarcation work to all small and medium-sized cities and the vast rural areas, so as to ensure that the demarcation is completed on time and with good quality by the end of the year. The second is to implement the comprehensive delineation of various tasks, and promote the permanent basic farmland to "land blocks, clear responsibilities, set up signs, build lists and books, and enter the gallery" to form the delineation results. The third is to strengthen the special protection of permanent basic farmland.

Delimitation of permanent basic farmland will never allow "civet cats for prince"

The person in charge emphasized that the delineation of permanent basic farmland must adhere to the principle of "good in and bad out", and it is never allowed to use the opportunity of planning adjustment and improvement to change the original basic farmland layout at will, let alone unauthorized use of unstable arable land, inferior land, sloping land, and raw land. It is designated as permanent basic farmland, and "civet cat for prince" is used to make up the number.

The implementation of special protection should strictly control the occupation of permanent basic farmland by non-agricultural construction. The person in charge said that once the permanent basic farmland is designated, no unit or individual may occupy or change the use without authorization. Except for the sites of key national construction projects such as energy, transportation, water conservancy, and military facilities stipulated by law that cannot be avoided, no other construction shall be occupied, and the "non-agriculturalization" of permanent basic farmland shall be resolutely prevented ".

The "Notice" proposes that a certain proportion of permanent basic farmland shall not be reserved to leave space for construction occupation, and the boundary of the permanent basic farmland planning area, especially the permanent basic farmland around the city, shall not be changed at will. The person in charge interpreted that this means that the boundary of the permanent basic farmland protection area, especially the permanent basic farmland around the city, is regarded as a red line that cannot be changed at will, and the "red ribbon" is fixed and turned into a live "high-voltage line".

To implement special protection, we should strengthen the construction of permanent basic farmland. All localities should increase financial investment, integrate agriculture-related funds, attract social investment, carry out high-standard farmland construction and land renovation in permanent basic farmland protection areas and preparation areas, and comprehensively promote the stripping and reuse of cultivated soil, improve the quality level of permanent basic farmland.

To implement special protection, it is necessary to improve the incentive and restraint mechanism for the protection of permanent basic farmland. On the one hand, it is necessary to earnestly implement the main responsibility of local governments at all levels for the protection of permanent basic farmland; on the other hand, it is necessary to fully mobilize the enthusiasm of rural collective economic organizations and farmers to manage and protect and build permanent basic farmland.

The person in charge said that in the first half of 2017, the national land inspection agency will carry out special inspections on the implementation of comprehensive delineation of permanent basic farmland.
