At the same time, rural reform has been comprehensively deepened, farmers' income has continued to grow, and the disposable income of rural residents increased by 6.7 per cent in real terms in the first half of the year.

Promote the restructuring of the planting industry. Han Changfu, Minister of agriculture, said that the current prominent problem is the imbalance of variety structure, the periodic oversupply of corn, the gap between supply and demand of soybean, cotton, oil and sugar is expanding year by year, and the import is increasing. The idea to solve the problem is one guarantee, one decrease, one increase and one stability. "One guarantee" means to protect rations and grains, "one reduction" means to reduce corn in non-advantageous areas, "one increase" means to restore and increase high-quality edible soybeans, and "one stability" means to stabilize the self-sufficiency level of cotton oil and sugar. Among them, the reduction of corn is the focus, and the goal is to stabilize the corn area at 0.5 billion mu and reduce 50 million mu by 2020.

In the first half of the year, the disposable income of rural residents was 6050 billion yuan, an increase of 6.7 percent in real terms, which was 0.9 percentage points higher than that of urban residents, and the per capita income ratio of urban and rural residents continued to shrink.

Along with the advancement of rural supply-side structural reform, rural reform is being comprehensively deepened. At present, 22 provinces across the country have carried out pilot projects for the registration and certification of land contractual management rights, with an area of 0.65 billion mu; new agricultural business entities have continued to develop, with a total of nearly 2.7 million family farms, farmer cooperatives, and leading enterprises; The establishment and operation of the agricultural credit guarantee alliance, and the reform of the rural collective property rights system have been steadily advanced.

Han Changfu said that the next step is to focus on nine aspects to promote the structural reform of the agricultural supply side. The first is to promote the structural adjustment of the planting industry with the focus on corn; the second is to promote the structural adjustment of the animal husbandry with the focus on pigs and herbivorous animal husbandry; the third is to promote the adjustment of the fishery structure with the focus on protecting resources and reducing income; the fourth is to support migrant workers And college students return to their hometowns to start businesses to promote the integrated development of primary, secondary and tertiary industries; fifth, focus on promoting standardization and traceability to ensure the quality and safety of agricultural products; sixthly, we should focus on the development of various forms of moderate scale operation to promote the transformation of operation mode; seventh, we should focus on saving costs and increasing efficiency; eighth, we should focus on the development of e-commerce to improve the circulation efficiency of agricultural products; ninth, we should focus on promoting the protection of agricultural resources and environment.
