National Modern Seed Industry Seed Production Base Construction Site Meeting

Abstract:

On July 26, the Ministry of Agriculture held an on-the-spot meeting on the construction of the national modern seed production base in Zhangye City, Gansu Province. Yu Xinrong, deputy secretary of the party leading group and vice minister of the Ministry of Agriculture, attended the meeting and made an important speech. Yu Xinrong pointed out that to promote the construction of modern seed industry bases, it is necessary to ensure the quantity, quality and safety of seed supply as the fundamental task, improve the scale, mechanization, standardization, and intensification of seed production bases as the main goal, and vigorously improve the facilities and conditions of seed production bases. Strive to improve the level of seed production technology, effectively strengthen the construction of seed production environment, accelerate the industrialization of seed production, and provide strong support for building a modern seed industry.

Yu Xinrong pointed out that since the implementation of the seed project in the "Ninth Five-Year Plan", especially after the release of the "Opinions of the State Council on Accelerating the Development of Modern Crop Seed Industry" last year, various regions have achieved remarkable results in the construction of seed industry bases: First, the effective supply of improved varieties has strongly supported food Security and stable development of agriculture; second, the base layout has gradually realized concentration to advantageous areas; third, the level of seed production technology has been significantly improved; fourth, the seed industry to achieve effective drive to increase farmers' income and local economic development. Although the base construction has made achievements, there is still a big gap from the requirements of scale, mechanization, standardization and intensification. The infrastructure of seed production base is still very weak, the production and operation order still needs to be strengthened, and the mechanized seed production technology still needs to be broken through.
Yu Xinrong emphasized that the construction of a modern seed industry base is a long-term and arduous task, and it is necessary to clarify ideas, highlight key points, and persevere in implementation. Specifically, we must adhere to six principles: First, optimize the layout of the base, scientifically select the dominant core seed production areas, and form a base development pattern with reasonable layout, clear division of labor, and complete functions. The second is to strengthen the basic guarantee and consolidate and improve the overall level of the base in accordance with the overall requirements of complete field facilities, sound service system and perfect supporting conditions. The third is to strengthen scientific and technological support, and in accordance with the state's work deployment on the reform of the agricultural science and technology extension system, effectively shift the development of the base to the track of relying on scientific and technological progress, improving the quality of workers, and innovating organization and management. The fourth is to highlight the leading drive, give full play to the important role of leading enterprises and farmers' professional cooperative organizations, and improve the industrialization development level of the base. Fifth, we should pay attention to sustainable development, put the improvement of resource utilization rate, land output rate and labor productivity in a more prominent position, and realize the coordinated development of seed production and ecological environment. The sixth is to optimize the seed production environment, improve the base management system, strengthen the supervision of seed production bases, and create a development environment of honesty and trustworthiness and fair competition.
Yu Xinrong requested that all localities should focus on five tasks in the construction of seed production bases: First, accelerate the construction of standard farmland in seed production advantage areas. All localities should combine the delineation of permanent basic farmland, implement the strictest protection of farmland in advantageous seed production areas, and take effective measures to ensure that the area of seed production bases remains unchanged and the use of seed production remains unchanged. The second is to accelerate the mechanization of seed production. Implement the subsidy policy for seed production agricultural machinery and tools, accelerate the research and development of agricultural machinery and equipment in key links of seed production, strengthen the agricultural technology support of seed production agricultural machinery, vigorously develop specialized seed production agricultural machinery service organizations, and promote the overall mechanization of seed production. The third is to accelerate the industrialization of seed production. Through the guidance of national projects and the attraction of local government policies, we should gather advantageous enterprises, encourage enterprises to increase investment, build modern seed processing facilities, create seed production and related industrial clusters, and form a development pattern of mutual promotion of 1., 2. and three industries. Four is to strengthen the supervision of seed production base. All advantageous seed production bases should strictly enforce the enterprise access system, strengthen the management of the seed production process, and strictly investigate and deal with illegal activities such as unlicensed production, license infringement, prying and robbing bases, and panic buying and buying in accordance with the law. Five is to strengthen the construction of seed production environment. Protect and mobilize the enthusiasm of major seed production provinces and counties to develop the seed production industry, increase policy guidance and financial support such as land transfer and agricultural machinery subsidies, formulate and introduce specific measures for base construction management and protection, and give full play to the coordination and service of seed industry associations, Rights protection and self-discipline.
The on-site meeting was presided over by Zhang Yanqiu, director of the Seed Administration of the Ministry of Agriculture. Relevant persons in charge of agricultural departments and seed management agencies of all provinces (autonomous regions and municipalities) across the country, as well as representatives of some enterprises, attended the meeting.
