On March 13, the Ministry of Agriculture launched a special campaign to crack down on fake crop seeds and immediately organized a nationwide special inspection of the seed market in the spring of 2013.
Since the Ministry of Agriculture launched the Seed Law Enforcement Year in 2010, the quality of seeds has been significantly improved, seed cases have been significantly reduced, and the market order has improved significantly. However, problems such as licensing infringement, counterfeiting and sales of counterfeit products still occur from time to time. The Ministry of Agriculture recently issued the "Special Action Plan for Crop Seed Counterfeit Protection Rights" to deploy and carry out special actions to fight seed counterfeiting and protect rights, further standardize market order, protect the legitimate rights and interests of farmers and variety owners, and promote the healthy development of modern seed industry.
The special action to crack down on counterfeiting and protect the right of seed highlights the moving forward and sinking of the center of gravity, focusing on investigating and dealing with a number of major and important cases, eliminating a number of fake manufacturing and selling dens, banning a number of illegal business entities, and punishing a number of infringement of variety rights. One is to pay close attention to the special rectification of the base. Recognize a number of national seed production base counties (cities), promote national base counties (cities) to establish base supervision and coordination leading groups; carry out base pull-net inspections; organize base surveys, establish base files, and realize information management. The second is to pay close attention to the comprehensive management of the main business. Focus on major grain-producing counties, conduct a comprehensive inventory and ban illegal stores in accordance with the law; track and supervise enterprises with bad records, and strictly investigate and deal with illegal enterprises in accordance with the law; Send inspection teams to key provinces to conduct inspections of winter seed enterprises. Three is to pay close attention to the market special inspection. Organize and implement special inspections of the seed market in spring and autumn, achieve a linkage between inspections and inspections, and seriously investigate and deal with the authenticity of varieties and seed quality issues in accordance with the law. The fourth is to strengthen the supervision and investigation of key cases. For major cases, we must dig deep into the source and investigate to the end, and resolutely transfer those suspected of crimes to the public security organs. The Ministry of Agriculture will work with public security and discipline inspection and supervision departments to supervise major cases.
At present, it is the peak season for seed sales. On March 13, the Ministry of Agriculture dispatched 13 special inspection teams to 13 major grain-producing provinces (regions) to carry out special inspections of the spring seed market. At the same time, other provinces are required to organize special inspections within their jurisdictions. Spot check seed samples in seed centralized trading markets and rural seed stores to test the authenticity and quality of varieties, focusing on cracking down on illegal activities such as counterfeiting and infringement of varieties, manufacturing and selling fake and inferior seeds, ensure the safety of seeds for spring ploughing production.
