Zhejiang vigorously innovates pesticide management mechanism to ensure the quality and ecological safety of agricultural products

Abstract:

Recently, the General Office of the People's Government of Zhejiang Province issued the Opinions on Innovating Pesticide Management Mechanisms to Ensure the Quality and Ecological Safety of Agricultural Products (Zhejiang Administration Office [2014] No. 44), requiring governments at all levels in Zhejiang Province to strengthen organizational leadership and overall coordination. Innovate working systems and mechanisms, introduce effective measures, and effectively improve pesticide management and the quality and safety of agricultural products.

(I) Strengthen Pesticide Management and Standardize Pesticide Market Order

The first is to regulate the pesticide registration system in accordance with the law.Scientifically carry out pesticide registration tests and risk assessment, and accelerate the screening and legal registration of regional characteristic crops such as vegetables, bayberry, strawberries, Chinese medicinal materials, sericulture, pecans, and edible bamboo shoots. Establish a re-evaluation system for pesticide use, strengthen the follow-up investigation of pesticide registration products, and comprehensively assess safety risks and product quality.The second is to standardize the management of pesticides.Strict pesticide business access standards, the establishment of annual training of operators and other systems, to guide operators in accordance with the service radius of reasonable distribution. We will comprehensively promote the designated management system of highly toxic (high-risk) pesticides, and the agricultural administrative departments of all cities and counties shall, in accordance with the local crop planting structure, the occurrence and control requirements of diseases and insect pests, and the status of pesticide residues in agricultural products, reasonably distribute the designated management units of highly toxic (high-risk) pesticides. Vigorously develop pesticide chain operations, distribution services and other new types of pesticide circulation.Three is to strengthen the management of pesticide production.Enterprises without designated qualifications are strictly prohibited from engaging in pesticide production, and pesticide enterprises are strictly prohibited from producing unlicensed products. The establishment of pesticide purchase and sale, supervision of information network platform, the implementation of listing dynamic management, "blacklist" and other systems.

(II) Guide Farmers to Use Drugs Scientifically to Ensure the Quality and Safety of Agricultural Products

One is to strengthen the management of pesticide use.Urge agricultural producers and operators to earnestly implement the safety interval (drug withdrawal period), production file records and other systems to ensure traceability. We will increase the training and guidance for farmers in the scientific use of pesticides, timely release the guidance catalogue for the prevention and control of diseases and insect pests, recommend safe, efficient and applicable pesticide varieties to farmers, and guide farmers to correctly select drugs and use drugs at an appropriate time. Pesticide operators shall not mislead pesticide users to increase the types, frequency and dosage of drugs. It is necessary to establish and improve the recycling and treatment system of waste pesticides and pesticide packaging materials, and promote the recycling and treatment of waste pesticides and pesticide packaging materials with "recycling by business units, transportation by professional institutions, disposal by qualified units, financial subsidy support, supervision and coordination by departments, and implementation of harmless treatment" Disposal model.The second is to vigorously promote agricultural standardization production.Vigorously cultivate and develop specialized unified control organizations, and promote green pest control technology. Formulate and implement a plan to reduce the use of pesticides, gradually control and reduce the use of highly toxic (high-risk) pesticides, and explore subsidies for high-efficiency double-low (low-toxicity, low-residue) pesticides and biopesticides.The third is to establish an early warning mechanism for the safe use of pesticides.If it is found that registered pesticides have serious hazards or greater risks to the agricultural and forestry industry and product quality and safety, human and animal safety, ecological environment, etc., the use of specific crops shall be restricted in accordance with the law in specific areas, within specific periods of time.

(III) Promote Pesticide Science and Technology Innovation and Promote Industrial Transformation and Upgrading

One is to optimize the product structure of pesticide industry.Support the development and production of safe, efficient, economical, low-toxic, and low-residue environmentally friendly pesticides, and implement preferential tax policies to support the production of biological pesticides. Gradually restrict and eliminate highly toxic, highly polluting and environmentally risky pesticide products and processes.The second is to vigorously promote pesticide technology innovation.Utilize and integrate the resources of colleges and universities, scientific research institutes, agricultural technology extension departments and pesticide companies to jointly tackle key technologies and key projects, and accelerate the research and development of new pesticides and new formulations with high safety and low risk.

(IV) increase the security efforts to ensure the effectiveness of the work

One is to strengthen the team building.We will promote the downward shift of the focus and strength of pesticide management, list pesticide management as an important part of grass-roots agricultural public services, and townships (streets) should make it clear that specialized personnel are responsible for pesticide management.The second is to increase financial support.Governments at all levels should establish an input guarantee mechanism for pesticide supervision and safe use, and include funds for pesticide supervision and inspection, promotion and application, and popular science publicity into the budget. Finance at all levels should increase support for the registration and testing of characteristic crops, the application of biological pesticides and high-efficiency double-low pesticides, the research and development of new pesticides and safe drug use technologies, and the recycling and disposal of waste pesticides and packaging materials.
