The reporter learned from the State Grain Administration that in order to conscientiously implement the minimum grain purchase price policy, effectively protect the interests of grain farmers, and ensure the real quantity, good quality and safe storage of grain at the minimum purchase price, the National Development and Reform Commission, the State Grain Administration, the Ministry of Finance, the Ministry of Agriculture, the Agricultural Development Bank of China and the China Grain Storage Corporation jointly issued the implementation plan for the minimum purchase price of wheat and rice (hereinafter referred to as the plan).

The implementation time of the minimum purchase price for wheat stipulated in the "Preplan" is from May 21 to September 30 of that year; the implementation time of the minimum purchase price for early indica rice is from July 16 to September 30 of that year; the implementation time of the minimum purchase price for middle and late rice is: 8 provinces (regions) of Jiangsu, Anhui, Jiangxi, Henan, Hubei, Hunan, Guangxi, and Sichuan from September 16 of that year to January 31 of the following year, liaoning, Jilin and Heilongjiang provinces were from October 10 of that year to the end of February of the following year.

The "Preplan" pointed out that the main wheat producing areas for the implementation of this plan are Hebei, Jiangsu, Anhui, Shandong, Henan, and Hubei; the main early indica rice producing areas are Anhui, Jiangxi, Hubei, Hunan, and Guangxi 5 provinces (regions); the main producing areas of mid-late rice (including mid-late indica rice and japonica rice) are Liaoning, Jilin, Heilongjiang, Jiangsu, Anhui, Jiangxi, Henan, Hubei, Hunan, Guangxi, and Sichuan 11 provinces (regions). Whether other grain producing areas implement the minimum purchase price policy shall be decided by the people's government at the provincial level.

The "Preplan" pointed out that the minimum purchase price refers to the warehouse price at which the purchasing and storage point that undertakes the task of purchasing the lowest purchase price directly purchases standard products from farmers. The specific price level is subject to the lowest purchase price of the year announced by the National Development and Reform Commission and other relevant departments. The grain with the lowest purchase price is the internal products produced in that year, and the grade difference between adjacent grades is controlled by 0.02 yuan per catty.

The ''Preplan'' pointed out that during the implementation of the minimum purchase price of grain (wheat, early indica rice, mid-late indica rice, japonica rice), when the grain market price falls to the minimum purchase price announced by the state, the China Grain Storage Branch will work with provincial prices and food., Agriculture, Agricultural Development Bank and other departments and units put forward suggestions to start the plan in time, and the China Grain Storage Corporation reported to the State Grain Administration for approval to start the plan in the plan in the relevant regions.
