Accelerating the Reform of Grain to Feed and Promoting the Development of Combination of Planting and Breeding

On June 21, the Ministry of Agriculture held a deployment meeting for the pilot work of grain reform in Zhengzhou City, Henan Province, requiring all pilot provinces and regions to take practical and effective measures to strive to exceed the target of 6 million mu of grain reform this year. He pointed out that the reform of grain feeding is not only an important entry point for adjusting the structure of the planting industry and promoting the "destocking" of grain, but also an important focus for promoting herbivorous animal husbandry to "reduce costs, make up for shortcomings" and optimize the structure of livestock and poultry breeding.

Wang Zhicai demanded that all pilot provinces and regions should seize the opportunity, seriously study the particularity of forage production, adhere to the principle of breeding and determining the area of grain to feed according to the actual demand, so as to ensure that the forage produced can be sold, used and benefit well; adhere to the local conditions, reasonably determine the planting varieties according to the local actual situation, and ensure that they are both suitable for planting and marketable; Adhere to scale planting, reasonably determine the mode of production organization and improve the efficiency of forage production.

It is understood that the reform of grain and feed is mainly based on the circular development of planting and breeding, guiding the cultivation of high-quality forage, developing herbivorous animal husbandry, and promoting the optimization of agricultural production structure. In 2015, the Ministry of Agriculture, together with the Ministry of Finance, selected 30 counties to carry out pilot projects in 10 provinces and regions, including Heilongjiang and Inner Mongolia, focusing on whole-plant silage corn, promoting grass and livestock support, implementing grain-to-feed area of 2.86 million mu, and collecting and storing 9.95 million tons of high-quality forage, nearly doubling the expected target, achieving a win-win effect of planting and breeding. This year, the scope of the pilot grain reform will be expanded to the entire "sickle bend" area and 17 provinces and regions in the main corn producing areas of Huanghuaihai, and the target task will be increased to 6 million mu. At present, the spring sowing in the four northeastern provinces and regions has ended, and the development momentum of forage such as silage corn is very good. Grabbing the summer planting time is expected to overfulfill the task.
